There was no power cord included, I never had one, here's what I put in the listing on Ebay:
"This unit has the vacuum tube board inside and needs the power cord for three rounded pins which is available through electronic distributors."
I used two alligator clips on a home made power cord but that is not a good permanent way of doing things. Mouser Electronics sells the correct cord, it is catalogue number 686-17952. (Made by Volex, part number 17952, cost in my old Mouser catalogue $8.53, probably a bit more now.)
If you don't get one from Mouser then be very careful which one you get because there are two cords that look exactly the same, but they have the live and neutral connections reversed, the one for your HP-410C is called the "non standard" cord. The one from Mouser will have a tag on it warning you that it is the "non standard" cord. There are old Heathkit cords that look the same but I'm not sure they are correct. It does seem strange that HP would use the non standard type.
For operating the meter it really doesn't matter because the meter is effectively isolated from the power by it's transformer. But if someone is servicing the meter it becomes very very important to have the correct cord.
If you feel my listing wasn't clear enough please let me know and I'll get a cord from Mouser and send it to you, I still have to send the $5 anyway. I am sorry for this happening.

やはりHAMどうし、こんな心遣いは本当に嬉しい。
そう言う訳で、測定器は届いたのではあるが、未だテストできずにいる。
